My contention is this:
If you're a normal, everyday driver then these tires will be ok in the dry. Nothing spectacular but they'll get you from A to B. In the wet though, be very careful. These tires are dangerously bad. If you care about safety, spend a few extra dollars and buy a better tire. Those four little patches of rubber are the only form of contact your car has with the road, so look for a good tire to ensure your car stays on the road.

When I was purchasing my car the original tires were unroadworthy, so the owner fitted new tires as part of the deal. She understandably went for the cheapest option and fitted these.
I ran these Tires on a Mini Cooper for 6 months through an array of conditions. In the dry they do the job. They are predictable, just not capable. The sidewall flexes tremendously. If you go around a corner at any pace the tire flexes and you end up driving on the edge of the tire. The tires will squeal around a roundabout unless you go at learner driver speeds. Because of this tire wear has been incredibly uneven. The outside corners of the front tires are heavily worn, whereas the centre of the tread is fine. More sensible drivers will perhaps not encounter this issue, but if you appreciate performance driving at all, these tires will be a dramatic hindrance to the performance of your car.
In the wet, I must attest, these tires are dangerously bad. Even when creeping slowly around a corner, understeer is shocking. You don't need to be driving quickly. Any touch of the throttle, the tires will lose grip completely and the car will continue going straight ahead. You don't need to be driving quickly for this to happen. I was caught off guard with understeer many times. Be alert with these tires in the wet. Preferably avoid them at all costs.
